Paradoxical Otter Tempo

A mono-blue tempo-control deck that uses Kitsa, Otterball Elite and Archmage of Runes to generate massive card advantage, then wins with cheap evasive threats and a huge Tolarian Terror in a single explosive turn.
Kitsa, Otterball Elite copies your instants and sorceries for {1}, so Sleight of Hand, Opt, and Think Twice become card-drawing engines, while Essence Scatter, Negate, Spell Pierce, and Into the Roil can be doubled to dominate the stack and board. Archmage of Runes draws you a card whenever you cast an instant or sorcery, ensuring you never run out of gas. Tolarian Terror costs {1} less for each instant and sorcery in your graveyard, so after a few turns of cantripping and countering, it can be cast for as little as {U} as a 5/5 finisher.
Keep hands with 2-4 Islands and at least two cheap interactive spells or cantrips. A hand with Sleight of Hand, Opt, and a counterspell is ideal. Ship hands with fewer than two lands or no early plays. You can keep a one-land hand if it has Sleight of Hand and Opt, but it's risky. Do not keep hands without any blue source.
Early: Play lands and use Sleight of Hand, Opt, and Think Twice to dig for lands and answers. Hold up Essence Scatter or Negate to disrupt opponents. Mid: Deploy Kitsa or Archmage of Runes to start snowballing card advantage. Use Into the Roil to tempo out threats while drawing cards. Late: Stick a threat like Curator of Destinies, Kiora, the Rising Tide, or a cheap Tolarian Terror, then protect it with counterspells and bounce. With Kitsa and Archmage online, you can chain multiple spells in one turn, drawing into more action and eventually overwhelming the opponent with evasive damage. Mockingbird can copy your best creature for extra pressure.
The deck is vulnerable to fast aggro decks that go under your counterspells, and to heavy disruption that removes your key engines (Kitsa, Archmage). Cards like Duress or Deep-Cavern Bat can strip your answers. Also, without a true combo finish, you rely on grinding out advantage, so decks with inevitability (like Atraxa or Sunfall) can outvalue you if the game goes long. Keep counterspells for their key threats and don't overextend into sweepers.
